The Mayor of Houston, Texas established the Anti-Gang Office and the Houston Police Department Gang Task Force in 1994. These combined prevention and suppression tactics complement traditional police and parks programs and focus exclusively on reduction of youth gang growth and development.

A relatively new organization, their purpose is to encourage the prevention of crime through coordinated and concentrated efforts, establishing partnerships with communities, encouraging citizen involvement and participation. The objective of the Turn Around Taylor program is to reduce and eliminate juvenile crime and drug trafficking and to revitalize the community in crime infested areas. Donning hard hats and matching T-shirts, the Turn Around Taylor group marches to confront drug dealers or users and to chant their anti-crime, anti-drug messages. They pick up trash and pass out lollipops to children as they chant. The successful Turn Around Taylor project was used as a model for the Turn Around Texas program led by Gov. George W. Bush.
