The Virginia Department of Health is an umbrella organization responsible for comprehensive planning and delivery of a wide variety of public health programs and family health services. Specific programs and services include water sanitation management, dissemination of toxic substance information, immunizations, disease control, supplemental nutrition programs, dental health services, maternal and child health services, public health clinics, home health services, crippled children services, and implementation of health promotion programs.

The Virginia Health Care Foundation promotes and funds local public-private partnerships that increase access to primary health care services for medically underserved and uninsured Virginian's. The Virginia Health Care Foundation has funded over 133 programs targeting some of the toughest primary health care problems in the state. VHCF is best known for supporting innovative community initiatives. It also funds projects that increase the number of primary care providers in Virginia's medically underserved areas or utilize telemedicine to increase primary care access in these areas.

The Joint Commission on Health Care is a legislative commission created by the 1992 General Assembly, and continues the work of the Joint Commission on Health Care for All Virginians. Section 9-311 through 9-316 of the Code of Virginia establishes the Joint Commission on Health Care. The purpose of the Joint Commission is to study, report and make recommendations on all areas of health care provision, regulation, insurance, liability, licensing, and delivery of services.

The Joint Commission works to ensure that the greatest number of Virginians receives quality, cost-effective health care services.
