Texas has created a new system of health and human services by merging 12 agencies into four new departments under the Texas Health and Human Services Commission. HHSC administers certain health and human services programs including the Texas Medicaid Program, Children's Health Insurance Program (CHIP), and Medicaid waste, fraud, and abuse investigations. It has oversight responsibilities for these designated Health and Human Services agencies: Department of Assistive and Rehabilitative Services, Department of Family and Protective Services, Texas Health and Human Services Commission, Department of Aging and Disability Services, and the Department of State Health Services.

This organization was founded in 1962 for the study and treatment of diseases of the heart and blood vessels. THI is a chartered, nonprofit organization located in St. Luke's Episcopal Hospital in the Texas Medical Center in Houston, Texas. By its charter, the Texas Heart Institute does not receive patient care dollars. Its work is made possible by a combination of philanthropy, government grants and research contracts.
